Kafka Event Stream - Add support for filtering

Description

It should be possible to only forward some subset of the events to the Kafka topic.

In particular, we should allow for:
 * Including events with specific UEIs
 * Including events that have a particular parameter key/value

One way to accomplish this would be to allow the user to give some form of boolean expression (i.e. via JEXL or SPEL) to which we could pass the event and determine whether or not it should be forwarded.
