Remove features-maven-plugin from the build

Description

The features-maven-plugin currently causes problems when compiling OpenNMS with Java 9+.

As opposed to updating the plugin and continuing to maintain it, let's try removing it from the build, in favor of "hand-crafting" our feature definitions instead.
