If a service is marked as unmanaged, detectors should not scan it.

Periodically, provisiond (and capsd) will scan existing services, in part to check for changes (a new sysLocation value with the SNMP service for example). Thus it is expected that OpenNMS will scan services on a node that have already been discovered.

However, if the status of the service is 'F' (forced unmanaged) or 'U' (unmanaged) it should be ignored until it is managed again or deleted and rediscovered.
