Rename OpenNMS 1.14.0 to OpenNMS 14.0.0

Description

Adopting the Firefox/Chrome/modern versioning of major release numbers, OpenNMS 1.14 should be 14. The next release should be 15, etc.

I'll leave it as an exercise to determine how this affects builds, etc. but I wanted this in Jira to isure it gets tracked.

The version of the upcoming release is now 14.0.0 rather than 1.14.0.

After discussing with Matt, we realized that having the version just be 14 will probably be an issue with hotfix versioning and other version-comparisons, so we're making it 14.0 instead.

After testing, it turns out that OSGi blows up with a snapshot version that doesn't have 3 tuples anyways, so the official version number in the POMs will be "14.0.0".

The "branding" name will still just be "OpenNMS 14" in the same way that we treated all 1.12.x releases as "1.12."
