Allow to configure refresh time per surveillance view

Description

Each surveillance view has an attribute called "refresh seconds". This attribute should be used to update the surveillance view grid component in the dashaboard and the standalone surveillance view grid. If the attribute refresh seconds is set to 0, the refresh is disabled.
