• Basic "New GUI" interface for ALEC.
• Basic information about ALEC and how it works.
• Performs all necessary checks to make sure we can consume alarms and operate ALEC as it is currently built.
• The usual Done, Done criteria (automated testing, documented, QA, etc...)
