Create a Welcome dashboard for new Helm users

Helm only comes bundled with a Flow dashboard, and doesn't have any other templates included for looking at other types of node metrics. Due to the way built-in dashboards are overwritten on Helm updates, there is reluctance to include other dashboard templates.

Below is an example "Welcome" dashboard for new users to have a landing page for getting more info on Helm and includes links to repositories where they can find additional dashboards to import.
