Dev Environment: Add the default Minion to Skaffold

NOTE: This is probably already complete, please verify that each of the bullet points are working properly.

• An instance of the Horizon Classic Minion should be deployed along with everything else when you run `skaffold dev`.
• We are not going to make any changes to Minion yet, so it does not need to be tied into Skaffold's development process (e.g. file sync and builds).
• The Minion should not require any manual setup by the developer after deployment.
• The Minion should have location "Default"
• The Minion should connect to Core and start sending heartbeats. The actual heartbeat and connection functionality is not part of this story, just verify that the Minion deployed through Skaffold works properly without extra configuration.
