Skaffold + Karaf: investigate use of Skaffold with Karaf for fast iteration of development

Using Skaffold with a Karaf-based application, we want developers to be able to quickly turn around code changes and view them in a live, local Kubernetes cluster.

The target is similar to the one Gerald showed the team during the dev hangout: Skaffold + JIB + Spring Boot's reload feature.  On a small sample project, changes to the Java code were deployed and live within about 10-20 seconds.

For Karaf, the question is whether we can get a simliar reload process working, most likely leveraging Karaf's built-in bundle refresh functionality.
