Create a service for pushing Requisition data to the provision module

• Tasks:
  • Implement basic CRUD functionality for Requisitions 
  • Port relevant object models over from classic ProvisionD
    • DAO, DTO, etc.
  • Create database table for storing the Requisition model as a JSON blob
  • Create a Karaf/OSGi service for to expose and encapsulate functionality
  • Create a REST service to expose the Karaf service

From discussions with Ben:

• Ignore the task related scheduler (never really used)
• Create a REST service for provision that can accept an xml asset and publish it to the database
