      Description

      Netflow 9 and IPFIX allows to intermix data-sets and template-sets in the same packet. The current logic drops the whole packet if the template required to parse a data-set is missing.

      Some vendors intermix template-sets and data-sets in a single netflow 9 packet in some strange order (i.e. the data-set is send before the template-set). As the whole packet is dropped if the template for the first data-set is missing, the template-sets are never parsed. Therefore following packets are also not parsed.

      The parser should skip the data-set with the missing templates but should continue to parse the packet and process the following template-sets.
