Syslog IP-to-node-ID cache needs to be location-aware

Description

Once nodes are associated with locations in the model, we need to change the syslog node ID cache so that it keys nodes based on their IP addresses AND location. This will allows us to associate syslog messages from various locations with the correct node ID.

This code is inside the implementations of org.opennms.netmgt.syslogd.SyslogdIPMgr.
