Evaluate and identify areas of improvements in OpenNMS side to address Minion low bandwidth scenario

In low bandwidth scenario, we need to understand how OpenNMS and minion appliance interface with each other.  Some of the potential areas mentioned in earlier discussions include but not limited to:

• Docker image size reduction
• Minion polling frequency  
• Restart scenario and flooding of poll requests

This story is to identify and evaluate the areas of improvements to focus on as next steps.
