    Description

      As part of Health Check Rest API rework, we need to provide support for query params that support querying with different tags. 

      For ex:  /rest/health/probe?tag=local.

      https://issues.opennms.org/browse/NMS-13312  should have tags defined for each of the health checks and implemeted for  /rest/health.

      Need to extend similar pattern here.
