Migrate Discourse charts article into main docs

    Description

      Initial work on NMS-13688/NMS-13686, migrated content from the Wiki into Discourse, with links from the docs to the Discourse articles. It would be good to put the Discourse article content directly into the docs. Suggest the following structure in the charts.adoc file:

      Charts

      The charts dashlet uses JFreeChart to display bar graphs on the operator board.
