Main requisition editor incorrectly mentions Requisition Definition

The main UI's requisition editor has a button labeled "Add Requisition Definition". I think this snuck in during a period of confusion about the difference between proper requisitions and "external requisitions" aka "requisition definitions".

The same button in H29 reads "Add Requisition". We need to change it back. That's all.
