DCB: UI : Configs without service name shouldn't have option for Backup

Configs that are pushed from Device will not have service name. When they are presented in UI and when we select a config that doesn't have any service name, user shouldn't be allowed to do backup on that config.

When multiple configs are selected, this can be ignored in Rest End point and UI shouldn't do anything.
