DCB UI: History and Compare should only display one config type

Device Config Backup UI 'History' and 'Compare' modals should only display one config type.

• Remove existing tabs or columns, replace with text (feature-input-label / group-label or similar) displaying the 'configName'
• Rest API call to get history '/device-config/interface/{id}' will now have a query param 'configType' to filter by config type

Additional items (may split out into separate tasks if needed):

• checkboxes on main DCBTable display should be vertically centered within rows
• Remove sort arrows from Next Scheduled and Schedule Description columns
• Sorting on Location and Backup Status to be implemented in Rest API, will need to wire up in UI
• Feather tooltips for configuration type on DCBTable
