OutageModel - does not consider Categories

      Description

      I loaded a bunch of servers into my instance today. They are not "production" and I'm actually only monitoring them for data collection and business reporting purposes.
      A number of them is down, but I don't really care.

      They are however properly categorized (as my production nodes are). So in regards of Notifications/Alarms, I'm quite happy.

      The only thing which is disturbing now is the "Current Outages" list of the servicesdown-box.jsp. It claims that my world is a deseaster, which it is not in reality.

      I would like to give the current outages box a filter on the way to allow to scope down the things which are considered to be outages; in my case that would be "catincProduction".

      Drilling down into the code I see however that the OutageModel is not aware of categories.
