snmpStorageFlag="all" is being ignored by the threshold procesing

      Description

      After the work done for NMS-4669, the threshold processing requires that any SNMP interface that should be took in consideration for thresholds must have a value off 'U' or 'UC' for the snmpCollect attribute.

      That works perfectly when snmpStorageFlag="select", but when snmpStorageFlag="all", the snmpCollect attribute should be ignored, and the thresholds should be applied to all interfaces as well as data collection will be performed for all interfaces no matter what is the value of the snmpCollect.

      The current workaround is mark as 'U' or 'UC' all SNMP interfaces to avoid the problem.
