The SnmpMonitor is not returning the status with the responseTime value

      Description

      If I create an SNMP service like the following, I expect to see a JRB/RRD with the response time of that service:

      <service name="SNMP" interval="300000" user-defined="false" status="on">
      <parameter key="oid" value=".1.3.6.1.2.1.1.2.0" />
      <parameter key="rrd-repository" value="/opt/opennms/share/rrd/response" />
      <parameter key="rrd-base-name" value="snmp" />
      <parameter key="ds-name" value="snmp" />
      </service>

      The thing is that it is not happening, and the reason is because when the service is available, the SnmpMonitor returns PollStatus.available() instead of something like PollStatus.available(responseTime).

      The curious thing is that the response graph template for SNMP exists
