When a user Creates a ticket and that ticket creation fails, the user can only Update the ticket.
However if she does that, it is not updated, due to a missing Ticket Id. This is reflected in the log message accordingly:
2016-11-28 17:44:34,485 WARN [OpenNMS.TroubleTicketer-Thread] o.o.n.t.TroubleTicketer: Unable to create trouble ticket due to lack of information: parameter troubleTicket required but was not available
The Update functionality should either create the issue, or not be shown.
It may be better to show the Create Ticket button in that case
