      Description

In the cluster engine, references to situations are kept in memory after they have been created/updated, but they are never removed.

The engine keeps references to the situations so that new alarms may be correlated to existing situations. Removing situations for which all alarms have been removed (or GCed after inactivity) from the graph is not sufficient since these same alarms may be re-triggered at some point in the future.

Instead, we should delete situations once they have been cleared and deleted in OpenNMS.
