use user defined time zone for date formatting

Description

The user can define his time zone which is then used for the time date time formatting. Default is the system (server) time.
The user time zone is injected into the HttpSession where the custom tag can access that information.

We already have the notion of user level attributes, so we can store settings on a per user basis.

I'd assume we would want to update the 'Modify User' page in the UI to include this option i.e. Admin -> Configure OpenNMS -> Configure Users, Groups and On-Call Roles, Configure Users -> Modify.

how will the user set his/her time zone? Is there a plan for a user profile or something similar or how shall we proceed?
