Optionally create new alarms when a problem reoccurs

Description

Provide a way of forcing Alarmd to create new alarms when an problem re-occurs and the existing Alarm is in a "Cleared" state, rather than reducing the event onto the existing alarm.

PR was merged to release-21.0.4. Keeping this open since there's still some work to do in the develop branch to use the AlarmEntityNotifier.
