Wallboard URLs with board name should be permalinks, but return "Nothing to display" instead

Description

Steps to reproduce:

1) Create an ops board called BestOne with at least one panel in it (does not matter, just use a URL panel or whatever)

2) In OpenNMS webapp, go to Dashboards / Ops Board; select BestOne from list; click Ops Board button
3) Copy URL, e.g. http://localhost:8980/opennms/vaadin-wallboard#!wallboard/BestOne

4) Paste URL from previous step into a new browser tab

 

Expected result: Browser navigates directly to ops board with board BestOne loaded

Actual result: Wallboard container page loads, but with no board selected from list, and content area reads Nothing to display
