The navigation sidebar on the resource graph page is not working after the Bootstrap 4 changes

Description

Please take a look at the 2 attachments. It compares the graph page from the same node on Meridian 2018 and the current state of the release-24.0.0 branch.

The sub-items are not being displayed after the Bootstrap rework. In other words, It only display the resource types, but not the resources.

That information should be actionable links that will jump to the appropriate section of the page, for easy navigation.

The problem was, that while migrating this, I forgot to make the sidebar activate/select while scrolling.
This is now fixed and should work.

That is definitely fishy, as I fixed this at some point. Probably got broken afterwards :-/
