changing GUI date/timeformat breaks requisition update/import date/time display

Description

Changing the date/time display format in opennms.properties breaks the display of the requisitions list (Admin -> Manage Provisioning Requisition), see attached hardcopy.

Date/time display in event/alarm/notification/outage lists work as desired.

Configured in opennms-properties:

org.opennms.ui.datettimeformat=dd.MM.yyyy' 'HH:mm:ss' ('O')'

which results in the following display format:

02.12.2019 18:11:32 (GMT+1)

About the environment:

Windows-Environment / Language is German, Browser Versions also German.
I used Firefox 70.0.1 (64-bit) to get the error messages from the last mail.
Also tested with IE 11.772.17763.0 Update Version 11.0.146, which fails too. Error message in IE11:

IllegalArgumentException: Pattern using (localized) text not implemented, use js-joda-locale plugin!

This actually still needs a backport to Meridian 2018 now, so I'll make a new issue so the release notes aren't confusing.
