With NMS-12256, we avoided issue of Request Field Too Large when many resources are selected by merging all resources to a single Id generated and saved to DB.

Custom Resource Performance Reports is not covered by it and that's why this seems to be broken. Since custom reports will only select one resource, we can fallback to using resourceId in the header.

This seems to broken even on foundation-2019 probably from NMS-12256
