delete the opennms-tools directory

Description

opennms-tools is old and broken and mostly full of things that don't really have any meaning for modern OpenNMS usage. If we need to get at this code, it will still be there in foundation-2021 (or older)

Acceptance / Success Criteria

the directory is gone, and everything still builds grinning face with big eyes
