Smoke tests should use HealthCheck Rest instead of connecting to SSH

Description

We currently have HealthCheck Rest API on Minion/OpenNMS.

May be we can start using these Rest API instead of going through SSH for validating OpenNMS/Minion Health Status.

 

Acceptance / Success Criteria

Smoke tests should not depend on SSH to check Minion/OpenNMS status

The code for executing the health-check command in integration tests via ssh should not simply be deleted. That code should be used to add an additional integration test that checks that the health-check command is available and does work.
