Upgrade Karaf to v4.3.6

Description

Upgrade Karaf in order to support JDK 17.

In we attempted to upgrade to Karaf v4.3.3, but ran into this issue: https://issues.apache.org/jira/browse/FELIX-6461

and now need to wait for v4.3.4 to be released with the patch.

Felix Fileinstall 3.7.4 will be included in Karaf v4.3.6
