Flow Thresholds: Split processing and persistence

Description

Refactor the flow processing pipeline to be more independent from persistence.

Currently, the `elastic` flow repository contains all logic to drive enrichment, classification and thresholding. This should be separated into independent flow processing pipeline without dependency on persistence data types.
