Flow Thresholds: Compute sequence numbers to support distributed flow thresholding

Description

Sequence numbers can be used to aid distributed thresholding. A node will request the thresholding state in the cluster when sequence is out of order. We also want to support this for the flow thresholding feature.

Acceptance / Success Criteria

  • sequence numbers are generated and will assure, that thresholding can run in a distributed manner
