Add Rest API to trigger manual backup of Device Config

Description

Add Rest API to trigger manual backup on a specific device.

Input: Interface by IpAddress, location, config type.

 

This needs to talk to module from NMS-13936.

Also add wrapper Rest API to fetch metadata for a given interface and DeviceConfig Service.
