DCB Rest API should return correct device count with performing queries. Currently this is defined as the total number of records that would be returned if 'limit' was not set.

Should do this for 'GET device-config' and 'GET device-config/latest' queries. Value is returned in 'Content-Range' header and should be parsed and displayed by UI.
