Add DCB services to 24-hour availability view

Description

  • Add a service-level-management category to categories.xml which captures all the services used by DCB to perform scheduled backups

  • Add a row for that category to viewsdisplay.xml so that it's visible by default on the landing page

Acceptance / Success Criteria

  • Items outline in description are completed

  • Docs updated to include:

    • Screenshot from a system with a DCB availability slightly under 100% for the past 24 hours

    • Copy to the effect of: "The 24-hour availability table on the OpenNMS web UI landing page includes a row for Device Configuration Backup. This row's availability reflects any backups that have failed during the past 24 hours."
