UI update for DCB KPI

Description

Add boolean parameter to know we are first time on the page

update component DeviceConfigBackup.vue to send a boolean first time parameter on onMount()

This will be send to getLatestDeviceConfigsForDeviceAndConfigType method in the rest api.
