Initial work to make a Rest API endpoint and basic data model to capture values needed for dynamically determining which menu items are shown/hidden.

Will capture the logic found in the "old" NavBarController.java and Freemarker template.

This work will be spread out in multiple tickets, this is to get say 80% of the elements in place, further tickets will iterate on this.
