External Requisition UI - Blank pull down menus on Add

Description

New deployment of 31.0.0-SNAPSHOT (OaasLite October 4th, 2022).

Unable to add a new external requisition via the UI as the pulldown for External Source and Schedule Type are empty. See attached screenshot.

Retested on https://opennms.atlassian.net/browse/HZN-31#icft=HZN-31 release candidate with Chrome/Firefox as per problem description.
All pull-downs for External Requisitions now have values.
