Alarm Description in Dashboard not formatted

Description

The alarm description column in the dashboard view doesn't format the HTML from the event configuration. Example:

<p> Net-SNMP Event: A procTable rising alert has generated for process java</p>

From the DISMAN.events.xml configuration.

I've updated the AlarmView for HTML support for the description. Since the html tooltip doesn't support html formatted text, the AlarmView removes the HTML tags from the text now when setting the title.

The alarm dashboard component seems not parsing the HTML code. The same for 'alt' or 'title' tag of each istance. These occur when you change the LongMsg of alarms by coding the .xmls
