DNS outage identified on interface X with reason code: IOException while polling address

Description

Hi!

Hope this is not a duplicate. Searched for this but perhaps botched the search query.

I'm seeing a lot of this now on my clean 1.8.3 install. I know DNS server is up and answering queries on the target system.

Jeff ultimately solved my problem (a dns server configuration error on my side). My dns server was not properly resolving the host localhost.

Jeff has added more debugging and diagnostic code in ONMS to make this configuration error more obvious.
