Create event to trigger linkd to start link scan

Description

It is possible to trigger discovery, capsd runs, and so on. Could someone expose the right bits of code and config so that linkd's scanning of links could be triggered from the command line?

Since Linkd has been replaced by Enlinkd in 1.14, this is probably less of an issue. Marking as fixed.

Alexander, this is interesting, but the way in which linkd works is that collection must be done
according to the scheduled discovery of the links...

BTW, the events could be two...one for triggering collection on a node and the other triggering the link discovery!

I think that we should have a new daemon that will substitute linkd and especially we need a new Object Model fro Links
so that we can easily introduce new discovery strategy.
