Default categories for CIORPRTS

Description

The default surveillance category for reporting devices is set to Mon%. It make sense to set the default category
to a OpenNMS default surveillance category. Affected Reports

Removed Mon% as the default surveillance category. Now that the feature-reporting-api-paramters branch has been merged you now have the ability to set the surveillance category through the web UI.
