Remote Poller state changes from Paused to Running

Description

The remote poller changes state from PAUSED to STOPPED when the remote poller is cleanly shutdown. So, when it is restarted, it unfortunately, changes state from STOPPED to RUNNING, which is should do if the previous state change had been from RUNNING to STOPPED. Basically, don't let a shutdown of the remote poller alter the PAUSED state.
