After discovering issues with Capsd still doing things upon initialization (like deleting services it doesn't know about), we decided it's best if Capsd completely fails on startup if Provisiond is supposed to be handling newSuspect events. It will bomb with an appropriate error message telling the user to either disable Capsd, or set the provisiond property back to false.
