Syslog Implementation of Northbound Interface

Description

This feature is simply a syslog based forwarder of alarms to a NB system (Northbounder).

A rudimentary interface (NBI) for forwarding alarms to a Northbound (NB) NMS has been built into OpenNMS. This interface needs enhancements to support queries from the the NB system as well as modeling that supports definition of the NB systems.
