Deprecated provision requisition attributes carried over to 1.11+ will cause requisitions to show empty

For the following deprecated attributes in the model-import tag:

non-ip-snmp-primary
non-ip-interfaces

A new requisition in 1.11.90 will properly create a requisition without the deprecated attributes, but if a system is upgraded from 1.10 to 1.11, the attributes will persist and a requisition will show with no devices.

A hand edit to XML requisitions copied into etc/imports/pending will show devices properly.

fixed in the 1.12 branch and higher. $OPENNMS_HOME/bin/opennms will bomb with an error if it sees the deprecated attributes.

Marking as blocker, this should be mentioned in the upgrade notes and preferably have a check at opennms start, since it actually kills startup.
