Topology and Geographical Maps Fail to Load

Description

In OpenNMS version 1.11.94, the topology and geographical maps do not load via the web gui properly. The following error exists "Page Not Found". This issues was verified and duplicated on the demo.opennms.org.

Environment

ONMS 1.11.94, Java 1.6.0_24, PostgreSQL 8.4.13

Turned out to be a packaging issue. I've moved some jars back into core, but if you want it to start in the meantime, the workaround is to install the opennms-ncs package.
