Can't create a node without path outage information in provisioning web interface

Description

If you want create a node through the requisition web UI you can't save a node without defining a parent node as critical path for it.

I was able to add a node without parent foreign source/id in the provisioning UI, using Chrome on Mac OS X. If you're still seeing the problem, reopen this and let me know browser and stuff and we'll see if we can narrow it down.
